Media institutions publish expert opinion on disinformation

Action against disinformation is fundamental for the communicative basis of our society

During the Corona crisis, the phenomenon of disinformation on the Internet increased noticeably. Concerns about it range from misleading people on health issues to the question of whether the legitimacy of elections could be called into question by disinformation. But how can individual phenomena of disinformation be categorized and how can false and deliberately misleading information on the Internet be countered? In their recently published report on "Types of Disinformation and Misinformation," the media authorities present a systematization of the terms from the perspective of communications science as well as concrete recommendations for action from the perspective of jurisprudence.

The report develops a matrix for mapping the seven dominant types of disinformation and their risks for society and democracy. To ensure that platforms and intermediaries take into account the diversity of opinion in the fight against disinformation and thus reflect the spectrum of social opinion, the experts recommend the creation of clear legal frameworks and conditions for the use of preventive or repressive instruments.
